Reader DC Comment Tools Disabled in Internet Explorer

When I open documents in Internet Explorer, the Comment Tools are disabled.  If I open the same document directly with Adobe Reader DC, the tools are enabled.  I have verified the document is marked Comments Enabled.  I also verified the Adobe Reader plugin is enabled in Internet Explorer.  I am running the 2015 release of Adobe DC and Internet Explorer 11.

Any suggestions?

This is As Design behavior you can not comment while PDF file is opened in the browser.

Commenting is only allowed with the app only.
