Our company had an editable version of Adobe Reader, but since moving to Acrobat Reader DC, that capability has been lost. How do we get that capability back?

Adobe Reader does not have the editable version.
It is a free software and helps in viewing, annotating and printing PDFs.
You can edit PDF only in Adobe Acrobat DC.Please check the application you were using before.

I do not have an online account, except to discuss things on this forum. We purchased an editable piece of software several years ago, but was not on a computer that required it. How do I resolve this? I don't want a license that is to be paid for on a continuing basis.

One of two ways. The first way would be to find your original install disks. The second way would be to purchase Acrobat. You do not have to sign up for a subscription. That is just one option. You can purchase the standalone version if you want.
