I went to the effort to complete the on-line form DS-82 from the US State Department. It was easy to fill in. I am then to print the form and then mail it in. However, Adobe restricts printing! Error message says "Printing is not permitted as the document has restricted printing permissions." Is there any way around this? Why would the government have a user fill in a form if the form could not be printed? (Yes, I know it is our government.....)

I renewed my passport by way of the online printing form and had no problems. I use Acrobat DC Pro and there are no restrictions on printing according to the Document properties.
One way around would be to just download the blank 82 pdf form and see if it prints. I was able to download and print it.
If you could tell me your OS version, Browser version, and Acrobat version, we could see if there are other answers.
Are you printing directly from your browser or saving it to Desktop and trying the print?

I tried to reply online on the web site and couldn't do that either. Maybe
the problem is at my end. I was able to print the form out before filling
it out - but only on the 'Print form' side of the page. The 'Fill In'
failed to print. I am on Windows 10 Home Version 1703. Chrome Version
59.0.3071.115 (Official Build) (64-bit). I also have McAfee LiveSafe on my
system. Perhaps that is the issue.

When it comes to items outside of Acrobat such as AVs, that's hard for me to say. I'd suggest trying another browser, Firefox or Edge as an example.

I had no problems printing, but as I recall, it was an odd process. You have to fill out the form completely and when you are finished it makes the PDF, which is printable. You can't leave any blanks, and I had to go look for some of the info. It is not a PDF until you complete the process.
What is the error message? Does it say the *Adobe* is restricting the printing? Can you open the PDF in Reader?
Adobe created PDF, but they gave away the technology. It is now owned by an ISO. I am not at all certain that Adobe is involved in creating the PDF that the Passport Office puts out.
What does it say in Properties as to the Creator?

It has steps 1 2 3 and at the very bottom of page you have to check that box then click create form for it to unlock it. It will then open it and you can print.
