rotated pdf saves on my Mac, but on Windows opens in original view.

I received a scanned document in PDF format, which I rotated using the edit page functions and saved the pdf to a new file. If I reopen the file, the rotation is saved.

However, if I open the file in Adobe Reader, rather than Acrobat, the file is rotated back to portrait.

What gives?
