I understand that ActiveX plug-ins are not supported on Edge and Chrome browsers. Are there any workarounds to support execution of Acrobat Scripts on those two browsers in order to populate and render PDF files?

Workarounds will have to come from Google (Chrome) or Microsoft (Edge). Or FireFox or Apple etc. These companies have rejected Adobe technology, and rejected these parts of the standard for PDF, so there's nothing Adobe can do.
