Setting the size to view documents in Acrobat and Acrobat Pro DC

We use pdfs extensively.  They seem to open at random sizes that has been annoying people so I got elected to find a "fix" if possible.  Some docs open at 157%, others at 53%, even some at 200%!  Is there a way to adjust the settings so that any document always opens at 75% or 90%, for example?

Edit>Preferences>Page Display>Default layout and zoom has some options.

Keep in mind that the creator of a pdf can override these settings by setting a default open size at document level. You don't see it that often but it happens.
