I was expecting to see "Sign-in" option in the upper right corner of Acrobat Reader DC so I could use my Export PDF.
But I do not see that on my Reader DC.
Should that "Sign-in" be there?

The "sign in" option won't be there if you are already signed in. Can you post a screen shot of the top right of your screen?

Yes I am signed in, but I can't get to Export PDF. It is not a menu choice.

Is your copy of Reader installed by your company? If so, they may have disabled web services for security reasons.

I installed it today from a fresh download from Adobe.

Sorry for the inconvenience caused. It seems you have have tuned out of all the services by the administrator.
Can you please check the presence of the following registry:
For 64-bit system:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Policies\Adobe\Acrobat Reader\DC\FeatureLockDown
For 32-bit system:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Adobe\Acrobat Reader\DC\FeatureLockDown
There would be a key "bUpdater" set to 0 at this location.

I used the Adobe Cleaner utility to remove reader DC from the system. Then I re-installed Reader DC and the "Sign-in" function is now there.
Issue closed.
