we have Windows Server 2012r2 the form works on all PC's excluding our thin client / Terminal Servers Remote Desktop connection. I have verified that the action tab is correct with mailto: with the option to collect the complete PDF form.
Users must download the file then make Adobe Acrobat the default software; then we are able to submit the form. this is mostly for Thin Clients/ Terminal Servers users we do howevre have some desktop users experienceing the same thing.
any help you can provide would be appriciated.

So it's working in Reader but not elsewhere? That's not surprising. Instruct the users to download the file and open it in Reader.
