Text not appearing correctly in fillable field

When filling out a pdf, provided by a public entity, the text appears too low, showing only the top part 

of the text. I checked off "highlight fields." Tried changing the size of the document. Windows 10 and Acrobat 7 Standard. Example attached.

We tried to reproduce the issue at our end but it worked fine. I suggest trying Acrobat Reader to fill in the fields and check if it works.

Hi, thanks.. Actually, maybe I posted in the wrong site since I have full Adobe 7.0. It was in several forms I was 
trying to work on for a friend.  In this packet enclosed, all of the fillable fields filled in "low," not in the correct field.
