There is no Plugin folder in menu bar for Acrobat DC in macbook

I wnated to create hyperlinks to different pages in the Table of Contents within a PDF file. I read that I need a plugin for this but the plugin folder is missing in the menu bar - see below and there is no security option in Prefernces to add it in the menu bar either
