Tools Pane Customization - how to make permanent?

In Adobe Reader, is there a way to customize the set of tools in Tools Pane, and make it permanent? For instance, I often use "Stamps", and every time I have to click "More Tools" and make Stamps visible, before using them. I'd like to have them there permanently. On the other hand, I don't need "Send for Review", "Protect", and some others. But I haven't found a way to make the changes in the panel permanent.

If I understand correctly, this is possible in the customization wizard. But I wonder if this can be made by the each end user individually, according to their preferences, rather than installed for all.

We are sorry for the trouble. As described, you want to customize the toolbar in Adobe Acrobat Reader DC

Adobe Acrobat Reader DC is a freeware application with limited functionalities. The option to customize the toolbar is not available in Adobe Acrobat Reader DC.
