Trouble adding comments to highlighted text

I am suddenly finding myself having severe trouble adding comments to highlighted text on a PDF. It has always been the case in the past that when I wish to add a comment to highlighted text, all I need to do is double click on the highlight and a box comes up for me to type the comment in.

However, as of today this has suddenly changed. Instead, when I double click on the text to add the comment, it fails to bring up the box for me to add the comment in, and instead opens a 'reply' field (see screenshot below):

This is not what I want to do. I do not want to 'reply' to the highlight, I want to add a comment that will appear when the user hovers the mouse over the highlighted text. In the past this has always been a straightforward task, all I have needed to do is double-click the highlighted text and a box will appear for me to type the comment in, so why has this suddenly changed and how can I get it back to the old setup so that I can just add the comment with ease?

We apologize for the inconvenience caused, as per the description above, you are not able to add comments to a highlighted text, Is that correct?

Please navigate to Adobe Reader's Preferences from Edit>Preferences>Commenting>Under Pop-Up Open behavior select all the three options and see if this brings the comment note pop-up.

Make sure that you have the latest version of Adobe Reader installed, check for any pending updates of Adobe Reader from help>check for updates, reboot the mach

Make sure that you have the latest version of Adobe Reader installed, check for any pending updates of Adobe Reader from help>check for updates, reboot the machine after updating Adobe Reader.

If the PDF file is secured to prevent changes and commenting, then no commenting tools in Adobe Reader.

have you tried with other PDF or is it specific to one PDF file?

Also, navigate to Edit>Preferemces>Security(Enhanced)>uncheck the "Enable Protected Mode at startup" and try commenting on the highlighted text.

You may also refer to Use annotation and drawing markup tools to add comments in PDFs, Adobe Acrobat and Acrobat Reader
