Trouble opening a document

Downloaded the latest version of adobe acrobat today on our PC and my iPhone trying to open a simple PDF. We get the same message on both devices (see attachment). Any insight? Contacting the company who owns the PDF we are trying to open would be extremely difficult so we are hoping it's a Adobe issue.

This is a special kind of PDF file, and as the message says you can only open it on a normal PC, and only using Adobe software.

We did try to open it on a PC and it still didn't work

Make sure you open the original link, not the file you saved after the error message appeared.
