Two Property Boxes --> One will not move and blocks toolbar

When a Text Box is created, the Property Box in the green oval is created (see screen capture below).  The Property Box in the red oval is can be brought up with Ctl E.

Cannot move or get rid of the Property Box in the green oval by any ordinary means.  Ctl e does not work on the Property Box in the green oval, it does on the Property Box in the red oval.

If I move/resize the Acrobat window, the Property Box in the green oval will go away until a new Text Box is created.

I can change/control the text properties using either Properties Box.  Changes made in one box reflects in the other box.  The Property Box in the green oval blocks the toolbar and data in the document and is a real nuisance.  How can I get rid of the Property Box in the green oval so that I can use the Property Box in the red oval.

Using Acrobat Standard DC on a Lenovo ThinkPad T460s.  IT department keeps all programs revisions up-to-date.

I would post in a forum for Adobe Acrobat, but that option was not presented to me so I picked what seemed to be the best option that was presented, Acrobat Reader.

I tried to re-post as you suggested, but the same options were presented to me.  I am certainly open to suggestions and would love to have an answer to the original question if you have that experience.
