Unable to customize quick tools in Adobe Acrobat Reader DC using Mac

I know that for customizing the toolbar you need to right click on the Quick Tools menu bar and select Customize Quick Tools from the drop-down menu (it is clearly explained here).

 

I am using Adobe Acrobat Reader DC in a Macbook Pro and I do not have the option Customize Quick Tools  available in the mentioned drop-down menu. This feature is very useful for me and I would appreciate any advice for how to fix it.Drop-down menu.jpg

This is available in Adobe Acrobat, not Acrobat Reader.

This is correct but it is absurd that Adobe is limiting this feature. Idiocy.

Although the communicty expert's response is 4 years old,  it does not make any sense.  Currently with every use of pdfs,  one is encouraged and hounded to sign on to Reader for all uses without any attention to differences provided.    

1.  If in fact the quick tools that are attached to every pdf, are not for users of Reader,  Why have I until now been able to use them on every document, although I have never purchased Acrobat? 

 2. Similarly , if they are not to be used on Reader documents why are they offered there as "free?"

3.  Today I found that I could use many of the quick tool features,  BUT NOT THE HIGHLIGHTING.... although as I said I have used this feature frequently without buying Acrobat.  These 2 programs seem almost adversarial.

If these 2 enteties are in an adversarial relationship, someone has to change their name.

PLEASE ADVISE

The page you linked to is for "Adobe Acrobat DC". Not "Adobe Acrobat Reader DC". Confusingly, these are not the same thing (Acrobat DC is paid for and has many more features).
