The message after downloading is: "Newer version already installed". I have tried by myself and Dell tech support has tried. Nothing works. Dell used Revo uninstaller to remove any remnants of old Adobe software. But everything has failed.
I have used Acrobat for years without a problem, but Dell did a reinstall a few days ago and this entailed downloading apps, one of which was Acrobat Reader

PS. Your title is confusing. The issue is not with downloading the installer, but running it. Two very different things.
