using free adobe.com jpg to pdf converter

whenever I use a free service to convert my jpg to pdf; it downsizes the image file size to half-size!  It doesn't matter if I use convertio, pdf suite, or ADOBE free converter; it always downsizes my image dimensions; so I can't use it .  I've had a number of techs try to tell me to check my defaults, check the online site's settings, etc; but nothing works!  

  I have been trying to convert an image for a week now!  Is this adobe's way of making us buy a paid account?  If so; why would we buy something that doesn't work?  I CAN'T BE THE FIRST TO ASK THIS QUESTION!
