For the Acrobat Reader DC Continuous Track, I'm trying to understand what I need to install for our users to be up to date.

I understand that we need to install the "DC Base" (so, the Major release from April 6, 2015).  Then what do I need for updates?  There is a 2/12/2018 Continuous release and a then later a 2/23/2018 OOC release.  Do I need to install both the Continuous and any subsequent OOC releases to be up to date or can I install just the latest update, which happens to be an OOC release?

Unless otherwise stated, Acrobat and Reader DC patches are cumulative. You need only the latest. (This changed after Acrobat 9).
