AcroPDFImpl.dll faulting module

So we have a powerbuilder application which is having issues with viewing/opening pdfs using this dll. It uses a Microsoft Web Browser oleobject in order to open, view and save pdfs. When we update to 2018 some environments are having issues and the crash reports are indicating acro is the faulting module. The crash for me was happening when I attempt to close the window which is supposed to show the pdf (instead i just see a grey background). If I let the window idle (for about 3 mins) instead of closing it i will get a message stating "There is a problem with Adobe Acrobat/Reader. If it is running, please exit and try again.(103:103)".

Disabling the setting for protected mode in adobe does prevent the issue. Is there any other better/permanent solutions to try? (other than reverting to XI)
