Adobe Acrobat Reader DC on Win 7 vs Win10

One of my users just upgraded to a Windows 10 machine from Windows 7. On the W7 machine, the user was able to edit PDFs but they can not do so on the W10 machine. We do not and never have had a paid account with adobe. Why is the edit feature not available on the W10 machine but it was on the W7 machine without a subscription?
