Adobe Reader touch is an old application and no longer supported. 

You may download the Adobe Acrobat Reader DC (freeware) - https://get.adobe.com/reader/ to read the PDf files.

The free acrobat reader DC worked great. I now wish there was a free way to rotate documents. Is there a way to do that?

In Acrobat Reader you can rotate the view.
