Cannot open files with new Adobe Reader DC

There is a lot of misinformation about changing Registry settings for Protected View, but no viable solutions.

Installed current (and up to date) version of Adobe Reader DC (18.009.20044).

Have gone through process of upgrading, restarting, uninstalling, restarting, and installing again.

Some .PDF files (usually Fillable Forms) will NOT open in Adobe Reader DC.

The typical error is:

There was an error opening this document. Failed to load an application resource (internal error).

But we also see the following error message:

Please wait... If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document. You can upgrade to the latest version of Adobe Reader for Windows®, Mac, or Linux® by visiting http://www.adobe.com/go/reader_download. For more assistance with Adobe Reader visit http://www.adobe.com/go/acrreader.

We need someone from Adobe in the United States of America who understands English to respond to this.

Please do not route this through India because generic or wrong information is usually given.

Please try opening the pdf form in Adobe Reader using the steps given in this link: Can't open PDF and check if that works.

You may also visit the following forum threads which discuss the similar issue:

I can't access some of my PDF files because they haven't been replaced with the proper documents

Please wait if this message is not eventually replaced by the proper contents of the document

When you get this message, are you opening a pdf from within a web browser?

I have been asked this multiple times.

No, we are opening Adobe (.pdf) files on the primary (C:) drive of a Windows 10 Computer, and most of them are fillable forms.

When you see the error message in a web browser then the browser can't display XFA forms.
