Document returns to last page automatically

I have one PDF manual that share the issue of scrolling being "locked" at the last page. I can move through the document(s) but once I let go of the mouse, I return to the last page. Page up/down will move to the next page for a fraction of a second. I've tried changing the document settings suggested here and on line with no change. And only with one particular manual consisting of hundreds of pages. Ideas?

Try disabling JavaScript, via Edit - Preferences - JavaScript. Does it work then?

That means the author of the file added a script to it that prevents scrolling to some pages (probably only if you click a link it will take you there, or something like that). It's never a good idea (exactly because it frustrates the end-users, like yourself), but some people decide to do it anyway...
