Publish Comments Button is Not Visible in Adobe Acrobat Reader

I am using Adobe Acrobat Pro DC 2105 Release (Classic) | Version 2015.006.30482 to create and distribute shared reviews. My operating system is Windows 10 Enterprise.

 

My reviewers use Adobe Acrobat Reader (some might use Reader DC) to review and add comments in the shared review PDF file. They are unable to see the Publish Comments button in the PDF file. 

 

I opened the shared review PDF file with Adobe Acrobat Reader DC Continuous Release | Version 2019.021.20058. I also do not see the Publish Comments button. Nor do I see the comment icon in the Reader navigation pane.

 

How do I solve this problem?
