Reader DC - Cannot suppress "Make Reader my default PDF application"

I have Foxit Phantom PDF and Adobe Reader installed on Windows 10 1809. PhantomPDF is set as the default PDF handler via defaultappassociation.xml and iAppDoNotTakePDFOwnershipAtLaunchWin10 is set in HKCU\Software\Adobe\Acrobat Reader\DC\AVAlert\cCheckBox. I have done this scenario 100 times without issue but nothing I try will suppress this prompt. Unchecking the box manually in General Preferences to check for default pdf doesnt work either. It prompts every time Reader is opened.

I have tried dc versions from 19.021.20040 > 20049. Reimaged multiple times and occurs on new profiles.

Hello Amal,

I think you misunderstood the problem the thread creator wanted to describe. This is not a problem with group policy or any kind of windows domain problem. I tried to explain the issue a little better. See https://community.adobe.com/t5/acrobat-reader/pop-up-asking-to-make-adobe-reader-my-default-pdf-application/td-p/11339052?page=1

Hi There,

Thanks for reaching out. As mentioned, you don't want the Adobe Reader as the default application, correct?

Are you on a personal computer or is it IT managed computer? If its IT manged machine please check the group policy settings with the IT which is setting the Adobe Reader DC as the default application.

Let us know how it goes

Hi Amal, this is Windows 10 1809 Enterprise and I manage the environment. I have excluded test machines from all group policy so i can confirm that there is no other settings being applied to the machine. I can easily reproduce any time I use the transform created with the Customization wizard. Preliminary tests show that this symptom occurs when I check the box "Disable All Adobe Services" in Online Services > Adobe Services Integration section. Leaving this box unchecked and selecting to disable the 4 individual services seems to have corrected issue for the time being.
