Hi,

Can you share a you screenshot of what get on screen when you try to open itwith Adobe Acrobat Reader?

The screenshot you provided is with Foxit.

However, I think you're referring to Read Mode View in Acrobat and Reader.

You're possibly getting  this message when  opening a PDF using a browser.

See if the following guidance helps with your issue:

Hi,

Safe Reading Mode is not a feature of Adobe Reader, it only belongs to Foxit, which is a third party PDF viewwer in this context.

Now that you clarify this is not related to viewing PDFs via web browsers  that could be using the Adobe Acrobat browser extension, see the following threads in regards to troubleshooting Adobe Reader (not Foxit )Protected Mode:

https://helpx.adobe.com/acrobat/kb/protected-mode-troubleshooting-reader.html

https://helpx.adobe.com/reader/using/protected-mode-windows.html

Can you say if this is happening with every PDFs that you try opening with Adobe Reader?  Can you share the file and see if myself or an Adobe Employee can reproduce the issue on their end?

Sorry for the delayed response. When you clicked on the attachments in Adobe it is as if you have not clicked on the attachment in the Adobe document. It just does not open the attachment. I am not sure if I can share one of the documents since it belongs to the Town I am supporting. These documents were meant to be sent to a lawyer. I definitely need assistance since I have never seen this before and I am not sure how to resolve the issue.

Hi,

Please state if this is happening with just that PDF file or with every PDF you try to work with.

Please Re-verify which PDF viewer is set as the default viewer in your computer. You need to  make sure first that Adobe Reader is the default and not any other PDF programs.

To disable Safe Reading Mode in Adobe Acrobat Reader see here:

https://blogs.adobe.com/acrolaw/2011/11/turning-off-read-mode-while-viewing-pdfs-in-your-browser/

Also, you've mentioned that you're sending a legal document.

Could it be possible that the PDF is not enforcing the correct  security standards?  See here: https://helpx.adobe.com/acrobat/using/attachments-security-risks-reader-acrobat.html

See more on viewing modes here: https://helpx.adobe.com/acrobat/using/viewing-pdfs-viewing-preferences.html   and check if this is related to enabling or disabling PDF/A settings
