Why would my PDF file only open in OS setting?

I need help opening pdf files on my computer.

I can open most pdf files that were created within my company, but pdf files that I receive from a specific business partner won't open.

When I try opening them, a message that says "There was an error opening this document. The file is damaged and could not be repaired" appears. BUT, I can open them successfully on iphone and ipad!

Can anyone help me with this issue?

Is it possible for pdf files created in MAC OS setting to not open in Windows setting?
