Error 28000 (licensing module has failed) on installation of Acrobat DC.

I am receiving Error 28000 (licensing module has failed) on installation of Acrobat DC. The install is on a  new Windows 10 Pro computer. Install was initially attempted using the Dell Digital Delivery program, but have also attempted the install after downloading directly from Adobe. I have used the Cleaner Tool and attempted the install again with same result. I have attempted the install using the Admin account with all non-Microsoft Startup services and antivirus disabled and received the same error. I have restored the system to a point before the initial installation attempt was made and attempted the install again and received the same error.
