Acrobat Pro - Exit Code: 7 - ERROR: DW071 - ERROR: DW003

This is a fresh install of Windows 7 Pro. All patched and updates are current.

I am local administrator.

Photoshop and Premiere Pro load without issue.

Acrobat Pro gives me the error below. (Code 7 Error etc)

For the record, I have NEVER gotten Acrobat Pro to load from from Adobe Creative Cloud without error on ANY PC I administer.

If I load it from the standalone download, it will install, HOWEVER, I gives errors through out the install and I have to keep clicking "Retry" over and over again. (See pic Below)

I have tried all the Permissions changes, etc. Acrobat installer is BROKEN
