Adobe will change the transparency flattener to improve the quality or efficiency of flattening, not to fix what is not - from their perspective - a problem, not a design aim. When it says "Convert all text to outlines" this is a specific reference to flattening - no need to flatten, text not touched. You have been living dangerously.

There is now a preflight option specifically designed to outline text, so that's a much better approach.

Please be more precise in what you want doing with which tool.

I for my part have no problem:

this text page has been vectorized using the flattener preview:

Someone sends me a PDF with fonts that are not installed on my computer. I would then would go to print production. Click flattener preview, check convert all text to outlines, click apply (where a loading box would appear) once it finished I would click ok. Then save the file for use with Illustrator without font related errors.

Before the update, the save icon would be clickable because the file was modified. After the update, the file is not modified. So, Acrobat is not converting to curves on both my Windows 10 PC and windows 7 PC. I have checked in my computers that Acrobat has the latest versions through the help selection in Acrobat.

After saving the file I could open the PDF in illustrator and the fonts would be curves. Then I could resize, color, alter locations, and such to the layout of the PDF to adjust for laser engraving, printing, or publishing designs.
