Acrobat vs. Reader plugin for Internet Explorer 11

It seems to me there used to be a specifically 'Acrobat' plugin/addon for Internet Explorer that would give more functionality to in-browser Pdf use (like highlighting). I have Acrobat Pro XI installed, Internet Explorer 11, Windows 10. All I can find in my IE add-ons is the Reader plugin. Is there some way to use Acrobat in this browser and not just the lighter Reader plugin?

 

I can obviously use pdfs outside the browser, but I'm working in another program that runs IE for in-program use, and uses its pdf add-ons. And I REALLY need to be able to highlight/comment.

A bit more info: when not in 'Read Mode', I can see the Comment toolbar within the plugin, but options are greyed out.
Edit: It is also not a matter of the particular pdf's security. Commenting and all that is allowed.
