Adobe keeps sending me messages telling me about updates but won't let me instal anything. is this just another scam?

I keep getting messages from Adobe telling me that I have updates available to me, but when i try to instal them nothing happens. Do these updates exist or is it just another adobe scam

Photoshop Elements 9 - I have found that Adobe are uninterested in helping me as I have spent around 6 hours trying to get my software operating. Updates are just a bad joke as they do not happen!
