Do not get confused between PDF and Acrobat and Adobe.
PDF is a standard - even that it has been created by Adobe, it is now a standard and any company wanting to create a PDF file can do so. Adobe does not control the format any more and for sure is not responsible for the PDF file that any third party creates.
Adobe is the company creating all kinds of software and providing all kinds of services, some are for free, most, however, need you to pay for the software/service.
Acrobat is a software that Adobe created to handle PDF files. Acrobat Reader is free, other products are offered on a fee basis, either a one time fee or a subscription fee.
So the basic question is: what software do you use and how do you want to create your PDF files? A follow-up question is: What error message do you get?
