Any way to make a .pdf viewable, but NOT printable/downloadable?

Have brochure pdfs for a client site that they'd like to have users view, but not download or print. Any way to do that, with keeping original pdf format intact?.

You can apply a security policy that prevents the file from being printed (although not all PDF viewers respect it, unfortunately), but in order to view a file it must be first downloaded to the local computer.

Thanks - curious if you have experience converting from pdf to swf, and if that solves this problem  but just in a different format?
