Can't seem to delete a "smudge" on scanned PDF doc

The edit function in my trial version of Acrobat Pro DC doesn't appear to work properly when I try to delete a "smudge" in my PDF doc (see below).

Once deleted, parts of the rest of the doc lose their line sequencing, and random carriage returns crop up.

Plse advise?

Acrobat is not an image editor. Use something like Photoshop to do this kind of correction.

OK. I have PhotoShop Elements 10 to do this.

Just thought Acrobat Pro DC might do this too by highlighting the "smudge" and typing in a substitute text.

You can also use the redact tool to put a white box over the smudge.
