Can't view a .govuk pdf on a chromebook

Hi there, can anyone tell me how I can view a pdf from the .gov uk webiste on my chromebook. All i get is a message saying: Please Wait.... if this message is not eventually replaced by the proper contents of this document, your pdf viewer may not be able to display this type of document.

I've downloaded adobe but it won't open the pdf.

It's most likely a LiveCycle Designer form, which means it can only be viewed in Adobe Acrobat or Reader on a "normal" computer, not on a mobile device.
