You should use an image editor for that, like Photoshop.

If you have a Mac, you can use the Photos application (Included with the OS) to edit images, although I don't think you can save as a PDF. You can also use an Acrobat Preflight Profile to make color changes. I no longer have Acrobat X, but I believe the preflight shown in my screen shots below are available. Go to Tools> Print Production> Preflight Fixups, find the existing preflight Tone value adjustment in midtones by -10%, From the fly-out menu, duplicate and re-name the profile (You can't make edits to an existing profile). Edit the new profile and change the Dot gain curve setting to one of the other options (+25%) and click OK. Click the Fix button at the bottom right corner to apply the fixup to your scan, repeat as needed.

To darken the text in a scanned document in Adobe Acrobat X, you can adjust the contrast of the image. Here's how:

  1. Open the scanned PDF in Adobe Acrobat X.
  2. Go to Tools > Enhance Scans.
  3. Click on Enhance > Enhance Scanned Document.
  4. In the dialog box that appears, adjust the Color/Grayscale or Black & White options to increase contrast or make the text darker.
  5. Click OK to apply the changes.
