I have an excel chart with a scrollbar which I do not want to present to the client as an excel sheet, but as a pdf (more professional) - is this possible?

No. You can convert your Excel file to a PDF but then it would lose all of its interactive features. And you can't embed an Excel chart in a PDF file, either. You can only attach such a file to the PDF.
