How can i create a new pdf?

You can PLACE a pdf in InDesign, (best choice) Illustrator or Photoshop. As the response above says, trying to do it directly in Acrobat is much more complicated.

Acrobat isn't a page make up tool, it will annoy you if you try. Use InDesign.

Please elaborate, do you want to create a 35*50 cm white PDF page and then want to add 5*8 cm pdf file in it?

From where are you trying to create the White 35*50 cm page?
