I have to send a 300 dpi PDF file, and I'm using Adobe Reader XI. But I can't find a way to raise the resolution or the files I create. What can I do?

Welcome to a surprisingly complicated world.
Adobe Reader is not an editor. Adobe Acrobat is an editor.
PDF files do not have a simple resolution. Rather, they are a mixture of text, line art and shapes - neither of which have resolution - and images. Images each have a separate resolution.
Acrobat Pro has a preflight tool. It can check things like "are there any images less than 300 dpi".
No responsible tool would ever INCREASE the resolution of files you create. This would vary between pointless and dangerous; it could have a catastrophic effect on work you pay a lot of money to print. You must start with higher quality originals, if you have a low resolution PDF it is too late to fix it - like trying to turn chicken soup back into chicken.

I'm using adobe acrobat. And it has a tool in which you search for a specific file, tant can be an image, and then it creates a PDF file. The image I'm useng as a source has exactly 300 DPI resolution. But the page where I have to upload this PDF that was created usin ACROBAT PRO, thepage (That requires that the images in the PDF file be at least 300 DPI) says the images in the PDF file that i'm trying to upload have a 75 dpi resolution.

What file format is the original image file?
What is the size of the image in pixels?
What is the size of the PDF in inches/mm - you can hover over the bottom left of the page to find out?

You can check the preferences under the edit menu to see the properties used when converting and image to PDF using Create PDF from file in Acrobat. You might also open the image in an editor and print to the Adobe PDF printer with the Press or Print settings to keep a high quality as beginning.
You can check the resolution of the images with the PDF checks in the preflight scripts with the newer AA XI. Another way to check the resolution of the images in the PDF is to use the tool Export All Images and check the properties of the images. I just created a PDF for a 216 bpi image and then exported it to get the image back (This is on AA9). The resolution of the exported image was still 216 bpi. If you can post a link to a sample PDF that has problems, we can take a look and see what the resolution is for the graphics.

And, like I said, increasing resolution varies from pointless to catastrophic. If your PDF is too low a resolution, you have to go back and make it properly.
Warning: lots of utilities report the "resolution of a PDF", and claim it is 72ppi - but they are just making it up. You need advanced tools (not free) to find out the actual resolution of each image.
