How to get "Flip on Short edge" sticky?

Question

I am duplex printing and my document needs to flip on short edge. How can I get this setting to stay stciky? Every other setting is sticky except for this one.
 
Plus, if I go to a different print area, like "Page Setup" or "Printer, it reverts back to Flip on Long Edge.
 
This is ripe for errors! I have to reprint over 200 pages because this setting is not sticky.

I can think, that it may be better to achieve this with a button using JavaScript.

However, I think it is possible to make this setting "stick" via GUI, but you have to customize the desired page printing profile and save it.

Can you confirm if this is happening on a Microsoft windows computer?
