Pdf displaying dots

Can some one help here pls. When I get a purchase order from a client it only display dots on my Ipad and Iphone. (Latest update ver 13.3)

Does the same problem occur when you open up the PDF file using Adobe Reader or Acrobat on a Windows or MacOS computer?

Generally, this problem is indicative of a PDF file that (1) does not have fonts embedded and for which there is no appropriate substitute font on the platform in use and/or (2) the PDF was not properly created in terms of how the font encoding tables (especially if one or more fonts were not embedded).

I have same problem. 13.3.1 ver of ios.. can we find solution? Pdf from program Pantheon can't open normaly. Some dots are on screen
