Hi Jeffh,

Sorry for being late in answering your query.

You may try free form tool under Comment to annotate pdfs. Please refer to the following forum threads which discuss more:

Is there any way to "free hand draw" on Adobe Acrobat Reader DC?

Pdf document and Surface pen

I would like to add that Acrobat 9 is quite an old version and incompatible with newer operating systems.

For Acrobat 9 system requirement, refer to this link: Older versions of Acrobat (XI, X, 9) system requirements

Let us know if you any further help.

Or, is another version of Acrobat required, or another method? Obviously, it would be ideal if pdfs could be signed and notes provided directly in the Acrobat environment.
