Why can't I add attachments to Adobe Acrobat Pro DC 2019 documents while they are in review?

I use Adobe Document Cloud Review pretty extensively within my organization primarily for image mark-ups and approval which work beautifully, but for reason the attachment feature doesn't seen to work while the document is in review. Acrobat will allow me access to the feature in the left panel, but when I click attachment > find the file and attach, the file is no longer there when I reopen the Review Document. Has any had this issue and would you be able to offer any in-site? !

I experienced the same thing. Apparently, attachments aren't capable of being part of the Document Cloud Review. I don't work work for Adobe, so I can only guess as to why. Perhaps it's because the Document Cloud Review is designed to be handled within a web browser. There are other limits applied to PDFs when they are within a Review. Many of the commenting tools don't work: How can reviewers insert or replace text in a shared review?
