We are encountering a bug where fillable PDF fields appear blank to users with View Only permission to a file in OneDrive when opening the document with the Adobe Document Cloud intergration. Users with view only permission to a fillable PDF are able to view the data when previewing the document within OneDrive, the bug only occurs when using the Adobe Document Cloud integration.
Please see the below screenshot as an example. Left, a fillable PDF being previewed in OneDrive (the data entered in fillable fields visable). Right, that same PDF opened in Adobe Dcoument Cloud (the data entered in fillable fields is not visable). The user has view only permission to this file.

As the form fields information does not appear in the PDF when opening with Adobe Document Cloud integration, did you check what happens when you try to open it via the desktop application?
Did you try changing the permission and see what happens?

Thanks for your response. The issue only affects documents opened in Adobe Document Cloud from OneDrive. If the user has edit permission, the data in fillable fields appears fine. If the user has view permission, all the data in any filliable fields is missing.
This bug does not happen on the desktop version of Adobe Acrobat, it only affects Adobe Document Cloud in OneDrive/SharePoint.
This bug is significant, as many of our users get view only permission to files. With the bug, there is no way to tell the difference between an actually blank form and a form that appears blank because the data in the fields doesn't load.
Reporduction steps (ensure your microsoft tenent has the Adobe Document Clould integration installed):
1. Upload any fillable PDF document to OneDrive.
2. Enter data in a few of the fields for testing purposes.
3. Share this document (or its parent folder) with another user, giving them view-only permissions.
4. Have the second user open the document in Adobe Document Cloud from OneDrive.
5. The second user will not be able to see any of data entered in fillable fields.

We are seeing the same issue with our users who have Adobe DC Standard or Pro. When opening fill in PDF forms they show blank, but for Adobe Reader users they are able to see the filled in form information. This is related to files in OneDrive. A workaround is to open the file in Chrome or to print the form to PDF which all users can then view the filled in form. This is not ideal for forms that need to be filled out by our finance team and then digitally signed by the CFO.

Any resolution to this? I have Owner permissions on a document library where fillable PDFs have been uploaded. When viewing with documentcloud.adobe.com/spodintegration the filled-out fields show up blank.
