Can I scribble on a PDF using a Surface Pro 4 or an iPad Pro?

So, is it possible to scribble on a PDF. I would like to open a PDF and using the stylus pen draw COLOR line under sentences. I would like to hand draw arrows and circles around words or numbers. This is pretty much just like a kid coloring a coloring book as a PDF.

Then I would like to SAVE and PRINT the PDF on a color printer.

    Yes you can do all that using the commenting tool in Acrobat Reader Acrobat Reader DC Learn & Support on your mobile devices.
