All depends what you call “editing”. There is no full fledged Acrobat Pro DC available, but either some simple and pointed applications.

On touch device apps should not always be compared 1:1 to their desktop counterparts. Very often have the touch counterparts usage options in between the low end desktop and the high end desktop application. As long as it is for free, it is worth trying.

Many thanks for you feedback - having the facility to change the data on a file is editing - Finally, the new generation of large landscape mobile phones have similar processing capabilities and use profiles as ipads - I believe Adobe need to sharpen up on their use of terminology to reflect reality

You are both right and wrong. Commenting is adding to the file, but it is not considered editing in this sense. Comments do not change the PDF data, they are additional information. Even Acrobat Reader on a PC allows commenting. If I, as a designer, design some folder, I can send out a PDF to get comments that I can read in again and use to refine the design.
