We tried to combine both files on Acrobat Online and the Acrobat desktop application. The files combined without any issues.
Would you mind sharing the screen recording of the workflow on your end? It will help us to understand better what is creating the issue.

I am having the same issue, i need to submit a document tonight and I am not able to merge the PDF's... this used to work before but now suddenly gives me "Could not Organize" error

Usually, this issue happens if the files are rights-protected. Or there is some technical issue with the service/product. Is this still happening if you try the same behavior with another file?
I have tried a similar behavior, and it worked out fine on my end.

Yes, i used jpeg files and converted them to PDF and im still getting the same error. None of these files are rights protected, they are invoices

We are all still waiting on an update for this issue. Each time I try to combine pdf documents more than a couple of kilobytes, the "could not organize" error code pops up. It appears to be a software glitch that needs to be debugged. Please let us know when you fix the code and have an update.

I reviewed the conversation, and there are certain specifics I would like to highlight.
In the case of @blessing_2025, there is a clear limitation of 500 pages per document that can be used in the free trial.

Same here and this was after I uploaded two seperate batches of over 1000 pages!! Am using the Free Trial Web version and I won't be purchasing it if the free trial is defunct! Also no customer support in free trial. So as a potential customer seeking to buy -- I woulnt' with these unprofessional CSR policies. Sell me the product, make it work.

In looking for solutions, appears that this same issue has been popping up at least since 2022 but I'll be honest that today is the first time I've encountered it. I have the paid online (not desktop) version. I am beyond frustrated because like so many others I've tried multiple ways and there seems to be no specific document style or size that trips the error message. I'm also not doing anything any differently than I've done it for months so why the error message now? These are straightforward pdf documents and I've now spent a few hours trying to complete this task that absolutely must be completed today. It's obvious that Adobe is aware of it from this thread alone and asking us to provide you with documents that are confidential is not helpful. I do not have the option to do so and they are not any different than they've ever been. Maybe it's time for me to take the time spent trying to fix it and instead find a new platform to spend my tech dollars on.
