how come i can't highlight and comment on pdfs that i download anymore?

i used to be able to download a pdf and highlight paragraphs and make notes on the documents in order to conduct research. but since i have this new version? i can  not.

    What is your operating system?  Reader version?

    Does the document contain actual text, or is it just a scanned image?

    My operating system is windows 8 and the reader version is adobe reader XI.

    The documents are scanned images. But I thought I could highlight and

    comment on other scanned images. Maybe they have different settings?
