how to fix error : 148:3

I using on CS4 MC

This error comes up due to licensing issues.

1. press Win + R, type in "services.msc" and hit enter.

2. search for "FLEXnet Licensing Service", double click on it

3. change startup type to "Automatic", click "apply"

4. press "start" button and then "OK" button.

This worked on my WINDOWS 10 Pc to help resolve the issue. I think Norton disabled the service when I was optimizing my PC using their software.
